Blizzard wants already in a few days to announce the release date of Diablo III, and so must the much anticipated feature of the PvP arena (dedicated PvP mode) probably wait until the first patch.
This step they had already done in WoW, where the Battlegrounds until the 4th Patch appeared a few weeks later. Reason for this may be that as a player with so much new content anyway has not time to compete in PvP. So there are more important items on the to-do list in order to ensure a clean start.
We should be able to cope with it, if the system is refilled after leveling up and equipping the chars, so that you can measure in the Diablo 3 PvP itself.
Good thing we have here no game with kindergarten-G rating, otherwise such quotes from Blizzard would probably unthinkable:
We understand that many of you eagerly await the PvP mode and we will after the first publication all our attention on set to make the arenas so brutal, bloody, fast-paced and great as possible.
